    Information for applicants for obtaining a certificate

    Applicants whose level of knowledge meets the specified requirements for successfully passing the certification test may submit an application to the Motor Insurers' Bureau (with the reference "Certification Commission") to take the certification test.

    Requirements for applicants to submit an application

    The procedure for an applicant who wishes to apply for a certificate of an expert in compulsory civil liability insurance of land vehicle owners to submit an application (in accordance with the requirements of Clause 6 of the Regulations):

    "6. A person who wishes to obtain a certificate (hereinafter referred to as the applicant) shall submit a written application to the Motor Insurers' Bureau (with the reference "Certification Commission") and the following documents:
    6.1.copy of passport (present the original or a notarized copy);
    6.2. copies of educational documents (present originals or notarized copies);
    6.3. description of professional activities;
    6.4. a certificate that the applicant has not committed an intentional criminal offense or that his/her criminal record has been expunged or removed in accordance with the procedures specified by law;
    6.5.two photographs.”

    Requirements for applicants to obtain a certificate

    A person who meets the requirements of paragraphs 2005 and 12 of the Cabinet of Ministers of the Republic of Latvia Regulation No. 251 of 4 April 5 “Regulations on Technical Expertise of Vehicles and Certification of Technical Experts” (hereinafter – the Regulations) may apply for obtaining a certificate of an expert in compulsory civil insurance of land vehicle owners:

    "4. A person may apply for a certificate if they meet the following requirements:
    4.1. education:
    4.1.1. vocational secondary or higher professional education related to land vehicles, or
    4.1.2. vocational secondary or higher education and expert work experience of at least three years;
    4.2. work experience:
    4.2.1. in technical expertise – not less than a year or
    4.2.2. in engineering work related to land vehicles – not less than five years;
    4.3. basic and professional knowledge in the automotive field: vehicle construction, operating materials, vehicle repair technology, vehicle body deformation prevention technology and repair equipment;
    4.4. computer skills;
    4.5. photography skills that ensure adequate depiction of vehicle damage;
    4.6. knowledge of the state language – in accordance with the requirements set out in the State Language Law;
    4.7. knowledge of technical vehicle terminology;
    4.8. level of foreign language proficiency that ensures the use of technical terminology in foreign languages ​​when working with special computer programs approved by the Motor Insurers' Bureau and with technical manuals for assessing damage to land vehicles.
    5. A person who has committed an intentional criminal offense and whose criminal record has not been expunged or removed in accordance with the procedures specified by law is not entitled to receive a certificate.”
